Caryn Anderson (3nov07) - I'm just going to start us off with some basic stuff. Please flesh out, rearrange, break up, rewrite, etc. (history of the page is saved, so don't worry about deleting everything and starting over...) or create another page for a different approach. The outline below is pretty general and doesn't include any notes about when/how we narrow to the "usage" part. Have to think about that.


 

DRAFT FRAMEWORK

 

1. Review organization mission, outcomes and goals

2. Determine measures that indicate success in these areas

  • I could see a list of different types of measures and what they indicate (and common mistakes about indicators)

3. Consider requests for information/knowledge/action from stakeholders

  • include guidelines about how to understand what different stakeholders needs might be (what they say v. what they want, how they want to see the info/knowledge)

4. Determine questions that need answers

  • examples of turning goals and stakeholder requests into operational questions
  • if action is requested by stakeholder (cut budget by 10%) - help to translate into a question

5. Brainstorm measures that can answer those questions (whether feasible or not)

  • more examples of what measures can answer what questions
  • examples of thinking creatively and avoiding 7 deadly sins of performance measurement

6. Identify tools, tactics necessary for executing/collecting the measures

  • detailed pros and cons of different options (local, self-collected vendor stats, services, using ERMs, considering local decisions support, etc.)
  • I think this would be a huge section

7. Prioritize measures based on criteria (Tech 7? other?)

  • outline on how to prioritize

8. Select measures & check with relevant stakeholders

  • discuss challenges with selection and how to mitigate challenges

9. Design full measurement plan (generation/collection, storage, interaction/analysis, presentation?) considering people and potential barriers and including evaluation strategy

  • this is another big one including a whole section on different types of anlaysis?

10. Test plan

  • outline on how to test small to estimate ROI before committing huge resources

11. Redesign plan if necessary

  • guidelines on how to adapt, particularly if test indicates selected measures are all wrong or test is too difficult, unreliable, expensive, etc.

12. Implement (collect, analyze, present, utilize results)

  • guidelines about what to expect

13. Evaluate if measures and process were effective

  • details about how to take action and preserve process for repetition
